REASON FOR RECOMMENDATION: At the request of the Sheriff's Office, the Procurement and Contracts Division issued a Request for Proposal for the purpose of hiring a firm to provide hardware, software, and administrative services necessary to develop an automatic vehicle location system to be installed in patrol vehicles.

Twenty-two (22) Request for Proposals were issued; two (2) qualified responses were received. No local vendors manufacture this type of equipment.

Proposals were evaluated by Sheriff's Office and Information Technologies personnel on the basis of proposal content and presentation; compliance with administrative requirements; experience, qualifications, and available resources; references; system functional specifications; and total cost.

Your Board is being asked to make findings that it is more economical and feasible to contract out the needed services in accordance with Chapter 3.13 Section 3.13.030 of the County Ordinance as staff in the Sheriff's Office do not have the specialized equipment, software, and personnel to manufacture and maintain the needed automatic vehicle location system.

The County Officer or employee with responsibility for administering this agreement is Phil Dold, Information Technologies Manager, Sheriff's Office, or successor. A copy of the draft agreement is on file in the Board Clerk's Office.
