Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost. Funds are budgeted and available for this project in Department 11, County Promotions.

Background: ESP was retained by the County in January 2006 to prepare the Rubicon Trail Master Plan and Draft Environmental Impact Report. Upon County review of the Administrative Draft document, it was determined that a second project alternative was needed. This amendment will modify the scope of work to evaluate "Alternative B" of the Rubicon Trail Master Plan (RTMP) Draft Environmental Impact Report (DEIR) and provide a fiscal analysis which will compare the County's financial responsibility associated with the adoption of the July 2006 RTMP and the Alternative B RTMP.

General Services retained Environmental Stewardship and Planning, Inc, to prepare the environmental impact report for the Rubicon Trail Master Plan. They were selected as a sole source to do this work as they had previously written the Rubicon Trail Master Plan. The Purchasing Agent has coordinated the review of the consultant's qualifications to perform the needed services with Janet Postlewait, Principal Planner, Department of Transportation.
