Title: General Services Department recommending the following pertaining to the Henningsen Lotus Park Playground: 1) Approve a new Parks project to construct a shade structure over the existing playground at said Park with a total estimated cost of $50,000; 2) Reallocate funding within the Parks Accumulated Capital Outlay (ACO) Fund from projects 07-02 (Volleyball court at Henningsen Lotus Park-$25,000) and 07-03 (Drainage improvements at Henningsen Lotus Park-$15,000) to the new project; and 3) Authorize Chairman to sign Budget Transfer 27234 transferring $10,000 from Henningsen Lotus Park Special Revenue fund to the Parks Capital Improvement Project budget to fully fund said project. Reason for Recommendation: During the spring and summer, the Henningsen Lotus Park playground structure becomes so hot that it is difficult for children to play on it. The structure is also desired to protect the children as well as their caretakers from the harmful rays of the sun.

The Board is being asked to reallocate funds from two other Parks construction projects in order to fund the shade structure. Project 07-02 is for improvements at the West end of the park, possibly to include a sand volleyball court. The current demand for volleyball is being served by the grassy area in the park, and the public has expressed stronger interest in providing shade to the playground area. The FY 2006-07 Budget workplan included $25,000 for this project in the Parks ACO fund, which staff feels would be better spent on the playground shade structure. Project 07-03 is for...
