Fiscal Impact/Change to Net County Cost:
Funding in the amount of $2,910,614.00 has been included in the proposed Fiscal Year 2007/2008 Erosion Control budget.  The remaining $208,500 will be included in future Fiscal Year budgets.  There is no cost to the County General Fund.
 
Reason for Recommendation:  
At the December 5, 2006 Board meeting, the Board authorized the Transportation Department (Department) to participate in the Lake Tahoe Basin 2007 State Grant Programs with the California Tahoe Conservancy (CTC).  The CTC Governing Board approved the subject grant Agreements and Amendments at its March 16, 2007 meeting.  Following is a brief synopsis of each Project:
 
1.) CTA-06035 is a Site Improvement grant for the Christmas Valley 1 Erosion Control Project (ECP) and SEZ Enhancement Project. The Christmas Valley Project was split into two phases to simplify Project development and to be able to construct one phase in one construction season which allows the watersheds to act as the Project boundaries.  The Phase 1 Project area includes Grass Lake Road, Grass Lake Way, and Portal Drive off of State Highway 89 south and east of the Upper Truckee River.  The Project includes various methods of flow spreading to be used downstream to slow flow, reduce erosion and increase infiltration and treatment.  In addition, SEZs throughout the Project area will be enhanced.  The subject grant Agreement provides funds for Project construction.
 
2.) CTA-06036 is an Acquistion grant for the Christmas Valley 1 ECP and SEZ Enhancement Project.  This Project location and description are listed above for CTA-06035.  The subject grant Agreement provides funds for acquisition of easements for improvements on specific parcels.
 
3.) CTA-06037 is a Planning grant for the Rubicon 5 ECP.  The Rubicon 5 ECP is one of the last of the seven erosion control projects within this West Shore watershed area and will complete the Rubicon Properties ECP efforts.  The Project area is generally bounded by Highway 89 to the west, Lake Tahoe to the east, Victoria Circle to the north, and Rubicon Drive to the south.  The Project includes efforts to infiltrate and reduce storm water flows and pollutant discharges. The subject grant Agreement provides funds for Project planning.
 
4.) CTA-00011 Amendment 4 is a Planning grant augmentation for the Christmas Valley 2 ECP.  The Phase 2 Project area is generally bounded by Portal Drive at State Highway 89 to the south, the intersection of State Highway 89 and U.S. Highway 50 to the north, the Upper Truckee River to the west, Pinewood Drive, Shakori Drive, and Santa Claus Drive to the east.  The Project area encompasses the Sierra Park Subdivision, Sierra Park Subdivision Unit No. 2, Christmas Valley Units 1 and 2, and Tahoe Paradise Unit Nos. 51 through 58.  Furthermore, the Phase 2 Project has been subdivided into three distinct areas.  Area 1 encompasses the east side of Highway 89, area 2 is the residential areas to the west of Highway 89, and area 3 is the Highway 89 corridor.  The areas were divided due to scheduling, funding, and coordination issues.  The Project includes efforts to infiltrate and reduce storm water flows and pollutant discharges.  The subject grant Amendment provides funds for planning and environmental efforts.
 
5.)  CTA-05015 Amendment 1 is a Site Improvement grant augmentation for the Sawmill 1 Bike Path Project.  The Project is located in the Tahoe Basin west of U.S. Highway 50 near Meyers.  The Project area begins at the intersection of U.S. Highway 50 and Santa Fe Road and extends to the junction of Sawmill Road and U.S. Highway 50.  The Project includes the installation of a Class I bike path that will link to the existing Class I Pat Lowe Memorial Bike Path.  The subject grant Amendment provides funds for Project construction.
Due to the large volume of the grant Agreements, the Department elected not to include the documents in the agenda packet.
Action to be taken following Board approval:
1) The Board Clerk will obtain the Chairman's signature on the five (5) originals of each subject grant Agreement and Amendment.
2) The Board Clerk will forward the originals to the Department for further processing to the CTC.
3) Following final processing, the CTC will transmit one fully-executed original to the Board Clerk for each respective Agreement and Amendment.
4) Upon receiving the originals, the Board Clerk will forward a copy of each Agreement and Amendment to the Department for its files.
 
 
Concurrences: Approved by County Counsel
