Background:
On May 6, 2003 Ventura County approved a contract for technology advisory services with Gartner, Inc. This contract provided the County of Ventura, as a member of the California County Information Systems Director's Association (CCISDA) consortium for technology services, with a reduced rate for Gartner's products and services due to the high volume purchase nature of the agreement. In order to receive this reduced rate, Gartner asked that one of the CCISDA consortium members administer a centralized purchase order with them for the benefit of all consortium members. Due to its ISF (Internal Service Fund) billing capabilities, the Ventura County Information Systems Department (ISD) assumed that role.
