FUNDING: Non-General Fund/CSA 10/Household Hazardous Waste Parcel Assessments

REASON FOR RECOMMENDATION: At the request of the Environmental Management Department, the Procurement and Contracts Division requested competitive proposals for household hazardous waste transport and disposal services.

Thirty-three (33) proposals were mailed, three (3) qualified responses were received; none from local firms. Proposal responses were evaluated on the basis of proposal content and presentation; compliance with administrative requirements; experience, qualifications, and work plan; and total cost.

In accordance with Board of Supervisors Policy C-17, Section 7.10, the Purchasing Agent coordinated the review of proposal responses from staff within the Environmental Management Department and Rod Miller, Recycling Technician, City of Folsom. Phillips Services Company was selected as the proposer whose proposal best meets the needs of the department and at the lowest overal cost.
