Chief Administrative Office recommending Chairman be authorized to sign Memorandum of Understanding (MOU) with the Mosquito Volunteer Fire Association (MVFA) in the amount of $10,000 for a one year term to fund fees owed to the California Division of Dam Safety for the Finnon Lake Reservoir.
RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost: The Department 15 budget for FY 2007-08 includes appropriations for the payment of these fees from the General Fund. There is no increase to Net County Cost.
Background: On August 14, 2007, the Board of Supervisors directed the Chief Administrative Officer to include $10,000 of funding in the final Fiscal Year 2007-08 budget for the MVFA. These funds are to be used to pay fees owed to the California Division of Dam Safety for the Finnon Lake Reservoir. These funds can not be dispursed until a memorandum of understanding is in place between the County and the MVFA.
Reason for Recommendation: A MOU has been written and signed by the MVFA. Within 30 days after execution of this MOU, the County will advance funds to the MVFA in the amount of $10,000 to be used soley for the purpose of payment of fees owed to the California Division of Dam Safety for the Finnon Lake Reservoir project.
Action to be taken following Board approval: Board chair to sign two copies of the original MOU, retain one for Board records and forward one to the Chief Adminstrative Office.
