Chief Administrative Office, Procurement and Contracts Division, recommending the Board: (1) authorize the Purchasing Agent to dispense with competitive bidding in accordance with County Ordinance Chapter 3.12, Section 3.12.160; (2) authorize the Purchasing Agent to extend Bid 06-615-116 for an additional two (2) years with a term to expire May 22, 2009 for the purchase of general office supplies with New Business Solutions, Inc. dba Walker's Business Products and Services of Placerville, California; and (3) authorize the Purchasing Agent to increase the blanket purchase order for same on an "as needed" basis throughout the extended term.
RECOMMENDED ACTION: Approve.

Reason for Recommendation: On May 9, 2006, item #50, your Board approved the award of Bid #06-615-116 for the purchase of general office supplies to Walker's Business Products and Services of Placerville, California. Your Board is being asked to dispense with competitive bidding In accordance with County Ordinance Chapter 3.12, Section 3.12.160F (1) (2). The extension of this bid is necessary to avoid interruption of County business and makes good business sense.
A comparative market analysis was conducted by the Procurement and Contracts Division. While it was determined that some of the top 100 most frequently purchased items are available at a lower cost from other sources, the overall value in savings to the County is in the 43% discount off list price for all other items purchased.
