Title: Public Health Department recommending Chairman be authorized to sign Budget Transfer 27254 realigning the County's California Children's Services (CCS) budget to mirror the State's CCS allocation and to transfer associated savings from the General Fund contribution and CCS Trust from the County's CCS Diagnostic budget to the County's CCS Administrative budget. Fiscal Impact/Change to Net County Cost: This is a budget realignment request.  There is no net County cost.
 
Reason for Recommendation: Based on increases in the County's non-Medi-Cal caseload for the last five months (December through March, 2007), staff determined that the County's current, approved CCS Administrative budget would be insufficient to cover necessary appropriations before the end of the FY 2006-07 fiscal year.  Therefore, the Department requested of, and was granted by, the State Department of Health Services a second revision to the County's State CCS Administrative program budget.  That budget revision decreased federal and state Medi-Cal funding and increased state funding for non-Medi-Cal services.  The revision, however, raised the County's required contribution to CCS from the General Fund and CCS Trust.  Cost savings in the current CCS Diagnostics budget will make available General Fund and CCS Trust funds to cover those increased, required contributions to the CCS Administrative budget.
 
Action to be taken following Board approval: Chair to sign the attached Budget Transfer; Board Clerk's Office to forward Budget Transfer to Auditor for posting.
