Information Technologies Department recommending Chairman be authorized to sign Agreement 656-S0711 with the County of Sacramento in the amount of $113,820 for the term July 1, 2007 through June 30, 2008 to provide access to confidential California Law Enforcement Telecommunications Systems contained within the Sacramento County Criminal Justice Information System for the District Attorney's Office, Sheriff's, Probation and Human Services Departments.
RECOMMENDED ACTION: Approve.
FUNDING: Information Technologies FY 2007/08 buget request. These amounts will be cost applied back to these criminal justice agencies: Sheriff, Human Services, District Attorney, Child Support Services and Probation.

Background:
Since 1992, the County of El Dorado has maintained a contractual arrangement with the County of Sacramento for the exchange of confidential criminal offender record information, and other criminal justice information between the criminal justice agencies of both counties. This contract must be renegotiated annually.
Reason for Recommendation:
The information obtained through this resource is vital to criminal justice agencies.
Action to be taken following Board approval:
1) Board Clerk shall forward one original copy of fully executed agreement to IT
2) Authorize Purchasing Agent to encumber funds for this contract
3) IT shall forward original agreement to Sacramento County with letter to proceed.

Concurrences:
In accordance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10, the Purchasing Agent concurs that it is appropriate to contract with Sacramento County for the provision of access to confidential California Law Enforcement Telecommunications Systems contained within the Sacramento County Criminal Justice Information System. The County Sheriff's Office, District Attorney's Office, Probation, and Human Services are authorized users of the various criminal databases available through Sacramento County. In the early 1990's the county attempted to develop interfaces with the Sacramento County Office of Communications and Information Technology, but it was determined that it would be too costly to implement. The Information Technologies Department simply provides the conduit to criminal justice information via County networks. Therefore; the Purchasing Agent has determined that the nature of the services precludes the need for a competitive selection process. The services provided by Sacramento County are successfully utilized by multiple other California jurisdictions.
