Fiscal Impact/Change to Net County Cost:
 
The cost associated with the subject agreement is estimated at $7,500 and includes reimbursing Serrano El Dorado Owner's Association for one third of the cost of a public information sign ($1244.05), providing inspection services during construction estimated at $5,000, and the balance of approximately $1250 for DOT to install the STOP signs. Funding is through the Road Fund.  
 
Separate from the Agreement which allows for the slurry seal surface treatment of the roadways, DOT as part of its budgeted road maintenance program has preformed needed base failure repairs and drainage improvements. These repairs cost approximately $100,000.
 
Reason for Recommendation:
 
The County, El Dorado Irrigation District (EID) and the Serrano El Dorado Owners' Association (Serrano) are working jointly on a project to complete pavement repairs, drainage improvements and surface treatment to Serrano and Silva Valley Parkways.  The DOT's Maintenance Division, as part of its road maintenance program, has performed base failure repairs and drainage improvements. EID is in the process of repairing and adjusting some of their settled manholes and vaults to restore uniform surface grades.  Once this work is complete, Serrano is proposing to slurry seal and restripe, at their expense, Serrano Parkway from approximately El Dorado Hills Blvd to Silva Valley Parkway, and Silva Valley Parkway from approximately Entrada Drive to Harvard Way.
 
Due to the value of the slurry seal work exceeding the Department's $100,000 Encroachment Permit limit, approval by the Board of Supervisors is needed to authorize Serrano to proceed with the work. The subject Funding and Maintenance Agreement provides that authorization, along with the necessary controls, bonding and insurance, clearly states there will be no reimbursement except for a portion of the project information sign, and provides for the inspection of the project by DOT at no expense to Serrano. The County is receiving a benefit from Serrano in the application of the slurry seal since it extends the roadway's useful life and reduces future repair costs.
 
Once the slurry work is completed, the roadway will be restriped. It is therefore an opportune time to review the striping layout and traffic controls at the various intersection.  After review of traffic operations by DOT staff, and in consultation with the Serrano El Dorado Owners Association, it is recommended additional all-way STOP controls be installed on Serrano Parkway at its intersections with Terracino Drive, Villagio Drive, Collingtree Drive/Torino Way, and Penniman Drive/Greenview Drive(East). Attached as an exhibit is a diagram showing the location of the proposed all way stops.
 
 
Action to be taken following Board approval:
 
1. Chairman will sign two original Agreements.
 
2. Board Clerk will return one original to the Department for further processing.
 
3. The Department will work with Serrano to schedule the work, currently anticipated for July.
