Fiscal Impact/Change to Net County Cost:  
The Probation Department's proposed budget for 2007/08 contains funds for this agreement, therefore there is no effect on Net County Cost as a result of this Board action.
 
Background:
Anticipation of future use is always difficult as juvenile ranch/camp commitments are court-ordered on an as-needed basis.  At this time, the Probation Department does not see any imminent juvenile commitments at this facility.
 
Reason for Recommendation:
In accordance with Board of Supervisors Policy C-17, Section 7.4.2, the Purchasing Agent concurs with the request to amend this agreement.  The amendment calls for an increase in billing rates for the placement of wards and extends the term of the new billing rates through June 30, 2008.   The Probation Department contracts with multiple juvenile detention facilities for the court ordered placement of minors.  Judges of the Courts determine which facility a minor will be placed.  As a result, the department must have contracts in place with each facility.  The Purchasing Agent concurs that it is more appropriate to do an amendment to the existing agreement versus doing a new contract.
 
Action to be taken following Board approval:
1)      The Chairman shall sign said amendment.
2)      Authority given to Purchasing Agent to encumber funds as-needed.
3)      Purchasing Agent shall forward said agreement to the County of Del Norte for final execution.
