Fiscal Impact/Change to Net County Cost:  No change in Net County Cost.  Assessments are included in Proposed FY 2007-08 library budget. The proposed FY 2007-08 Cameron Park Library expenses exceed its revenue by $152,801 which is budgeted as General Fund net county cost.
 
Background:   On July 2, 1993 the Board adopted Resolution 225-93 establishing a library benefit assessment for the operation of the Cameron Park Branch Library.  An advisory vote in June 1994 received a 53% majority in favor of continuing the assessment.  
 
Reason for Recommendation:  Annual public hearings are required for continuation of benefit assessment fees.  The assessment is necessary to fund the partial operating costs of the Cameron Park Library (staff, books, utilities).
 
Action to be taken following Board approval:Chair to sign Resolution authorizing 2007/2008 benefit assessment. Auditor/Controller to place the Zone D Library Assessment on the 2007/2008 tax bills.
