RECOMMENDED ACTION:  Planning Commission recommends the Board take the following action:  1.  Adopt the negative declaration, as prepared; 2.  Approve Z06-0031 rezoning Assessor's Parcel Number 088-290-17 from Estate Residential Five-acre (RE-5) to Mobile Home Park (MP) based on the findings listed on Attachment 1; and approve S88-0016R based on the findings and subject to the conditions listed on Attachment 1.
 
 
 
Background: These applications were considered by the Planning Commission on May 10, 2007, and unanimously recommended for approval.  The applicant was present and explained his proposal.  There was no one in the audience wishing to give input.  No new significant issues were discussed other than those in the staff report.
