Title: Chief Administrative Office, Procurement and Contracts Division, recommending the Purchasing Agent be authorized to issue a blanket purchase order with the State Department of Corrections and Rehabilitation, Division of Juvenile Justice, for the 2007/2008 fiscal year in the amount of $100,000; and authorize an increase to same on an “as requested” basis if funding is available within the requesting department’s budget. Reason for Recommendation: When juvenile courts commit individuals to the Department of Corrections and Rehabilitation (formerly California Department of Youth Authority), the Probation Department is invoiced, as required by the California Welfare and Institutions Code, Section 912, and the implementing of California Code of Regulations, Title 15, Division 4, Chapter 1.4, Subchapter 2. The State has repeatedly declined to enter into a contract for this purpose, as the payment schedule is specified in the Code, and additionally they refuse to execute the County's purchase order. The level of commitment throughout any given fiscal year is unpredictable and is controlled by the Courts not the Probation Department. For this reason, actual costs vary from year to year. To facilitate payment to the State Division of Juvenile Justice, a Blanket Purchase Order must be issued. Your Board has approved this request on an annual basis. The County Officer or employee with responsibility for administering the Blanket Purchase Order contract is Joseph Warchol II, Chief Probation Officer.
