Title: Chief Administrative Office, Procurement and Contracts Division recommending: (1) Dispense with competitive bidding procedures in accordance with County Purchasing Ordinance Section 3.12.160B; (2) Make findings that the competitive bidding process would produce no economic benefit due to the unique nature of the goods and services requested; (3) Authorize the Purchasing Agent to issue blanket purchase orders for lodging and supplies on an “as needed” basis with various South Lake Tahoe vendors for Mental Health’s Tahoe Opportunity Project mentally disordered clients for the 2007/2008 fiscal year; and (4) Authorize the Purchasing Agent to increase the blanket purchase orders on an “as needed” basis if funding is available within the requesting department’s budget. Reason for Recommendation: On an annual basis your Board authorizes the Purchasing Agent to issue several Blanket Purchase Orders to various South Lake Tahoe vendors for the purpose of providing temporary housing and personal supplies to mentally disordered clients through the Tahoe Opportunity Project. The Department of Mental Health and the Purchasing Agent are requesting authorization to establish Blanket Purchase Orders for the same mental health program for the 2007/2008 fiscal year.

The Tahoe Opportunity Project is a grant funded public and private cooperative effort to provide supportive services to mentally disordered County residents who are homeless, at risk of being homeless, and/or at risk of incarceration.
