Fiscal Impact/Change to Net County Cost: No change. Funds are budgeted each fiscal year for this mandated expense.

Background: The 1995 State Budget Act facilitated the formation of up to four (4) county consortia to design an automated welfare system in order to achieve a statewide automated welfare system. The purpose of the consortia was to design, develop, operate and maintain a system that would support the business requirements for the administration of certain public assistance programs for the Consortia counties through the provision of State and Federal funding as provided under California Welfare and Institutions Code section 10823, et. seq. The Interim Statewide Automated Welfare System (ISAWS) Consortium was established in December 1998 to oversee the use of the ISAWS system by thirty-five (35) California counties, including El Dorado County.

Reason for Recommendation: On July 15, 2003, El Dorado Countys Board of Supervisors approved and entered into a perpetual MOU with the ISAWS Consortium, which provided a formal structure for the ongoing operation of the Consortium and included provisions requiring each participating county to pay a share of the cost for ongoing operation and maintenance of the ISAWS system. ...
