Fiscal Impact/Change to Net County Cost: Funding for the project is included in the FY 2007-08 Parks Capital Improvement Project budget. Funding sources include $564,000 from State Proposition 12, $152,000 from State Parks RZH grant, 435,268 from the Transportation Development Special Revenue Fund, and $19,660 from ACO fund balance.

Background: This project would serve to extend the El Dorado Trail by 1.5 miles of Class One bike trail from Parkway Drive east to Los Trampas Drive on the Old Michigan-California Railroad Right of Way.

Reason for Recommendation: On May 8, 2007, Item 10, the Board approved Bid Document GS 07-001, El Dorado Trail Eastern Extension, Parkway Drive to Los Trampas Drive.

The Department received five (5) bid responses from the low bid of $632,239.65 to a high bid of $805,235.00. The low bid was disqualified due to irregularities.

General Services is requesting that the Board award the bid to Yubacon, Inc., and authorize staff to proceed with an agreement in the amount of $671,267.40.

Action to be taken following Board approval:
1. General Services will route the final contract, bonds and insurance documents to County Counsel and Risk Management for review and approval;
