Background: The attached Resolution amends Sections 503 and 1009 of the Salary and Benefits Resolution for Unrepresented Employees as amended.
 
Section 503 deals with the process to overfill a position in the Personnel Allocation.  The section as presently written permits an overfill if the position is about to be vacated by retirement or other separation.  The amendment requires that the date of separation or retirement be stated as a date certain in writing.  In the event that the department is over its Net County Cost target, the overfill must be approved by the Board of Supervisors.
 
Section 1009 provides for the Payment For Unused Sick Leave.  Essentially, the existing language provides only for a lump sum payment.  The Amendment, which is present in several MOU's covering other county employees, would permit a retiring employee to elect to have the value of their unused sick leave applied against post-retirement health plan premiums.  There is no cost to El Dorado County as the value of the unused sick leave remains the same.
