Fiscal Impact/Change to Net County Cost:
Funding for the agreement has been included as an adjustment to the CAO's Recommended Budget scheduled for approval on July 3. The adjustment includes the addition of $10,000.00 in estimated Fiscal Year 2007-08 revenues for the Fernwood Cothrin Road Zone of Benefit #98114 and a corresponding increase for road maintenance in the zone bringing the total expenditures to $86,469.00. There is no Net County Cost.

Background:
The Board of Supervisors formed the Fernwood Cothrin Road Zone of Benefit #98114 on April 30, 1985 by Resolution 91-85 for the purpose of providing road improvement and maintenance services. Funding for the zone is provided through a special tax on each parcel of real property within the zone. The total annual tax amount for the zone is $36,300.00.

The cost of labor and materials has increased such that the special tax does not supply sufficient revenue to adequately maintain the 19.64 miles of road within the zone. The zone of benefit Advisory Committee is aware of the process required to increase the special tax. The most recent mailed ballot election to consider an increase to the annual per parcel special tax was held on June 17, 2003. The ballot measure which would have increased the annual per parcel special tax amount from $125.00 to $200.00 failed to receive the required two-thirds majority approval.
