Background:

 

On April 10, 2007, the Board of Supervisors requested a presentation regarding the 2006-2013 Regional Housing Needs Allocation (RHNA) by the Sacramento Area Council of Governments (SACOG).

 

Pursuant to State housing element law (Government Code Section 65584 - 65584.01), the State Department of Housing and Community Development (HCD) is required to provide SACOG its determination of the region’s existing and projected housing needs for the pending planning period.  The total number of needed units anticipated for the SACOG region between 2006-2013 is 169,476.  This is an increase of approximately 25 percent over the previous planning cycle.

 

SACOG has been working with County Planning staff since January of this year to develop a reasonable allocation for El Dorado County through a methodology that incorporates a two-step process. The first step allocates a total number of housing units to each SACOG jurisdiction for which zoning capacity will need to be provided for through June 30, 2013. The second step allocates those same units according to the four required income categories.   The attached table  shows the most recent proposed allocation for the upcoming 2007-2013 planning period and includes the County’s previous allocation for 2000-2007. 

 

SACOG will present its current proposed methodology and allocations for the unincorporated area of El Dorado County.  Staff has also requested a representative from HCD to attend the presentation should the Board have additional questions regarding their methodology or process.
