Reason for Recommendation: The goal of the Child & Family Policy Institute of California (CFPIC) is to increase knowledge about and implementation of practices to coordinate child welfare and public assistance programs in California via the Linkages Project.  The Linkages Project has developed specific strategies to coordinate CalWORKs and Child Welfare Services to improve service delivery for families served by both programs.  CFPIC is funded via a $400,000 per year Federal funding grant with an additional 10% match from the California Department of Social Services to provide training and technical assistance in conjunction with a peer mentoring program for participating counties.  The attached Agreement between El Dorado Countys Department of Human Services, Social Services Division, and CFPIC delineates each agencys responsibilities in order to achieve the mutual goal of evaluating, enhancing, and expanding the Linkages Project.  Agreement #853-M0711 will be effective upon execution and continue through Federal Fiscal Year 2011/2012.  The County officer or employee with responsibility for administering this Agreement is John Litwinovich, Director, Department of Human Services, or successor.  
 
Action to be taken following Board approval: Board Clerk to forward two (2) originals of the executed Agreement for Services #853-M0711 to Procurement and Contracts.
