REASON FOR RECOMMENDATION: At the request of the General Services Department, Parks and Grounds Division, the Procurement and Contracts Division issued a Request for Proposal (RFP) for the pupose of hiring a consulting firm to provide engineering and design services for the SPTC Class 1 Bike Path from Missouri Flat Road to Forni Road.

Seven (7) Requests for Proposals were mailed, four (4) responses were received. Those that responded were:

Cooper, Thorne & Associates
Callendar Associates
Cunningham Engineering
HDR, Inc.

An evaluation committee comprised of panelists from General Services Department and the Department of Transportation reviewed responses on the basis of each firm's abilities and experiences relative to the design of bikeways, paths and trails and their ability to perform the design and engineering work identified in the RFP.

After careful review of the responses, the evaluation committee selected Cunningham Engineering whose response best meets the needs for the County. The project has been divided into two phases. While the Board is asked to award the RFP for both phases, the resulting contract will only inlude Phase I. When Phase I is complete and the remaining grant funds for Phase II are available, General Services will return to the Board to amend the contract to proceed with Phase II.
