Fiscal Impact/Change to Net County Cost:

Background:
El Dorado County is divided between two air basins, the LTAB and the Mountain Counties Air Basin (MCAB).  The El Dorado County portion of the MCAB  is currently designated as a serious federal nonattainment area under the Clean Air Act (CAA), and the El Dorado County portion of the LTAB is designated as attainment for the federal and state ozone standards.
 
The SMAQMD manages the Carl Moyer Program (CMP) funds for El Dorado, Placer and Yolo-Solano air districts.  Allowable funding for qualified projects within the Sacramento Federal Ozone Nonattainment Area, which includes the west slope of El Dorado County, is fully awarded by the SMAQMD from the CMP funds.  In 2001, SMAQMD adopted a resolution that allows projects in the LTAB to qualify for CMP funding provided that a match is contributed from the corresponding air district.
 
On March 21, 2006, the AQMD Board of Directors approved an increase of Department of Motor Vehicle (DMV) fees under AB 923.  AB 923 specifies that the fee increase can only be used to fund projects eligible for grants under the existing Carl Moyer Program or the New School Bus Replacement Program.  The Board approved AB 923 program allots at least 80% of these funds for school buses, thus leaving approximately $67,000 annually to fund other qualified projects.
 
Reason for Recommendation:  
The SMAQMD qualified for CMP funding two projects located in the El Dorado County portion of the LTAB.  These two projects will, over their lifetime, reduce emissions of particulate matter and ozone precursor compounds in the LTAB region by almost 55 tons.  The following provides the description of the projects and associated financial information:
 
(1) Tahoe Sportfishing.  Repower of seven (7) marine diesel engines with a total project cost of $249,212 and a SMAQMD Carl Moyer funding level of $137,812, a Placer County Air Pollution Control District match of $35,000 and an AQMD match of $35,000.     
 
(2)  Action Watersports of Tahoe.  Repower of two (2) marine diesel engines with a total project cost of $116,750 and a SMAQMD Carl Moyer funding level of $88,958, and an AQMD match of $17,792.
 
In order for the project proponents to complete the Funding Agreement with SMAQMD, the AQMD Board of Directors must approve the required funding match.  This recommendation is to approve the match funding and to execute contracts between the AQMD and Tahoe Sportfishing, and the AQMD and Action Watersports of Tahoe.  The contracts will become effective upon signature of the respective Funding Agreements with SMAQMD.

Board to forward executed contracts to AQMD for further processing.
