Fiscal Impact/Change to Net County Cost: No change.  Funds were budgeted for FY 2004/05, 2005/06 and FY 2006/07.  The remainder was included in the FY 2007/2008 County Proposed Budget Request.
 
Background: On January 3, 2005 the Purchasing Agent executed Agreement for Services #348-S0510 with Area Transit Management, Inc. for the provision of bus transportation services on an as requested basis for Department of Human Services, Social Services Division (DHS) clients in the South Lake Tahoe area during the term January 3, 2005 through January 2, 2006.  Amendment I increased the maximum compensation from $10,000 to $60,000 and extended the term through January 2, 2007.  Amendment II extended the term for one (1) additional year and reflected the addition of a new service but did not increase the maximum compensation as projections indicated that remaining funds were sufficient to cover the added service and term extension.  
 
Reason for Recommendation:  The provision of bus transportation services is designed to assist the Department of Human Services, Social Service (DHS) clients in the South Lake Tahoe area as they rejoin the workforce and access court-ordered services.  DHS recently experienced a substantial increase in the need for transportation services in this area, which has resulted in the depletion of funds available under the contract and the corresponding need to increase the maximum compensation.  A request for the necessary contract Amendment to increase the maximum compensation was submitted to Procurement and Contracts in mid-May to accommodate the higher than anticipated use of services.  DHS is recommending that the Board authorize execution of Amendment III to Agreement for Services #348-S0510 contingent upon receipt of required concurrences to prevent interruption of necessary services to DHS clients.  
 
Purchasing Agent Recommendations: In accordance with Board of Supervisors Policy C-17, Section 7.4.2., the Purchasing Agent concurs with the department's request to amend this agreement.  The Amendment calls for an increase in compensation by $25,000.00 for a total not to exceed of $85,000.00.  There is no change in the expiration.  The contract expires January 2, 2008.  The increase in compensation is necessary for the continuous and ongoing need for this type of service in order to avoid an interruption of bus transportation services on an "as needed" basis for clients in the South Lake Tahoe area.  The Purchasing Agent has determined that it is appropriate to amend the agreement versus initiating a new one.
