Fiscal Impact/Change to Net County Cost: Agreement PHD-07/09-01 does not specify a maximum compensation amount. Revenues are based entirely on reported eligible MAA activities. The Public Health Department (PHD) will receive 100% of the MAA funds received from the State as a result of the County invoices to California Department of Health, and Human Services will charge a 10% Administrative Fee to cover the cost of administering the MAA program, billed to PHD quarterly. $200,000, which includes administrative costs, was included in the FY 2007/08 County Proposed Budget Request, an amount based on estimated 2006/07 activity levels. The amount budgeted for FY 2008/09 will be determined based on FY 2007/08 activity levels.

Reason for Recommendation: The Department of Human Services (DHS), the Public Health Department (PHD) and several community agencies operating in El Dorado County participate in the Medi-Cal Administrative Activities (MAA) Program performing Medi-Cal outreach activities, assisting clients, and their families where appropriate, in applying for Medi-Cal and accessing Medi-Cal services, thereby facilitating access and availability of Medi-Cal covered services.
