Fiscal Impact/Change to Net County Cost: The In-Home Supportive Services Public Authority is funded with an IHSS federal and state allocation.  Advisory Committee members receive mileage reimbursement and $10 per diem for attendance at regular meetings, up to twelve annually.  Approximately $3,000 is budgeted for this purpose.  Actual expense varies dependent on attendance and distances traveled.
 
Background: The IHSS Advisory Committee was established by Ordinance No. 4612 dated September 24, 2002 under the statutory authority of Welfare and Institutions Code 12301.6.  The purpose of this independent advisory committee is to provide advice and make recommendations on the IHSS Public Authority to the Governing Board and administrative agency of the Public Authority.  The Committee may be comprised of no more than 11 individuals: six (6) current or past recipients of IHSS Services, two (2) current or past providers of services and three (3) representatives of an allied community agency.  
 
Reason for Recommendation: It is vital that the IHSS PA Advisory Committee continue to have an active membership to help the Public Authority fulfill its goals and reach its future objectives.  Appointment of the two new members brings the Committee to full membership.  Patricia Stanley will serve as a Consumer Representative (current or past user of in-home services) and Dorrie Carlisle will serve as a Community Representative (representative of an allied community agency).   
 
Action to be taken following Board approval: Board Clerk to send notice of appointment letters to the newly appointed members and provide Human Services, Community Services Division, with copies of letters sent. Confidential member contact information provided separately.
