These consultant services are funded by the 2004 General Plan Traffic Impact Mitigation Fee Program.  The Department of Transportation (DOT) has sufficient revenues budgeted to fund this Task Order.  There is no net cost to the County General Fund associated with this agenda item.
 
Background:
 
On April 17, 2007, the Board authorized the Department to negotiate a new contract with Quincy Engineering, Inc., (QEI) to provide consultant services for the El Dorado Hills Boulevard Interchange and Highway 50 High Occupancy Vehicle (HOV) and Mainline Lanes.  A request to authorize execution of this Agreement (AGMT #07-1435) is also being presented to the Board under a separate Agenda Item (07-642) of this same agenda. Assuming approval is granted as requested in item 07-642, it is being requested that the Board also approve in concept the issuance of the first task order under this contract.  Direction from the Board at the regular meeting of March 27, 2007, was that all Task Orders exceeding $250,000 must be approved by the Board prior to execution.  Once completed, the task order will be submitted to County Counsel for review and approval and submitted to the Board Chairman for signature.
 
Reason for Recommendation:
 
The subject Task Order # 07-1435-01-00 will deliver the first major project included in the Agreement with QEI: improvements to mainline Highway 50 through El Dorado Hills, including HOV lanes to the top of the Bass Lake Grade and bridge and roadway widenings sufficient to allow for the additional operational lanes along Highway 50 through El Dorado Hills.  This Task Order is necessary to continue the ongoing efforts to deliver these improvements and comply with the timeline required as part of the Corridor Management Investment Account (CMIA) bond funding agreement.  
 
Task Order # 07-1435-01-00 includes professional services for the completion of plans, specifications, and estimate (PS&E), permitting, right of way certification, and bidding and construction support  for the El Dorado US 50 High Occupancy Vehicle (HOV) Lane and Mainline Improvements project.
 
This mainline project is the first phase in completing the overall work plan for the highway improvements in the El Dorado Hills area through the western portion of the County.  Completion of the new lanes on Highway 50 improves the constructability of the Silva Valley Parkway Interchange project that follows.  Completion of Silva Valley Interchange allows for convenient detours for the ramp improvements at the El Dorado Hills Blvd Interchange.   The pedestrian overcrossing will also be constructed at El Dorado Hills Blvd during this time period to provide safe access across Highway 50 during the interchange construction at El Dorado Hills Blvd.  Therefore, the current Task Order is needed to stay on schedule for the overall phasing of improvements in this critical section of highway.
 
Action to be taken following Board approval:
 
1)  The Department will prepare the Task Order and obtain approval by County Counsel.
2)  Upon County Counsel approval, the Department will forward two copies of Task Order # 07-1435-01-00 to the Board Chairman for signature.
3)  The Board Clerk will forward one original of the fully executed Task Order to the Department for further processing.
4)  The Department will issue a Notice to Proceed to Quincy Engineering, Inc., for Task Order # 07-1435-01-00.
