Fiscal Impact/Change to Net County Cost:  The new position was budgeted for a full 12 months at Step 3.  The hire date will be August 18.   The hiring delay will provide sufficient savings so that no increase in cost is anticipated.
 
Reason for Recommendation:  The new employee will be assigned as the forensic auditor for the Elder and Consumer Protection Unit.  The unit is and will be heavily involved in financial crimes investigations and prosecutions.  The candidate has over 14 years of experience in financial crimes investigations, including positions with the State of Califonria, Department of Insurance.  
 
Her current position is investigative auditor for the State of California, Department of Justice.
The candidate's employment history and experience qualify her for Step 5.  This relevant experience includes:
 
>  Conducted internal and external audits
>  Reviewed claims for possible fraud
>  Assisted law enforcement agencies with financial investigations and asset forfeitures                                        
>  Used public and confidential databases to search for information on cases
>  Testified in court
>  Worked with the Victims of Crime Program
