Fiscal Impact/Change to Net County Cost:  Contract FCED-0709-01 does not specify a maximum compensation amount. Revenues are based entirely on reported eligible activities. Family Connections will receive 80% of the federal funds received as a result of the County reporting eligible encounters, the County will retain a 10% Administrative Fee and a 10% Audit Reserve.  $51,000 is included in the FY 2007/08 County Budget Request, an amount based on estimated 2006/07 activity levels.  The amount budgeted for FY 2008/09 will be determined based on FY 2007/08 estimated activity levels.

Reason for Recommendation: Family Connections provides case management services to eligible Medi-Cal clients on behalf of El Dorado County that help to ensure client accessibility to available Medi-Cal services.  These services are considered Targeted Case Management (TCM) services.  The TCM program is federally funded and regulated with the objective of assisting eligible individuals in gaining access to needed medical, social, educational and other services. Human Services, Community Services Division, is responsible for administering the TCM Program for El Dorado County.  The State Department of Health Services compensates El Dorado County based on reported and documented activities and defined "encounters", reported and payable several months subsequent to the encounter date.  Human Services was delegated authority to process TCM contract on October 20, 2006.  Processing of this contract was delayed pending resolution of Family Connections signature authority issues.  The term of contract is July 1, 2007 through June 30, 2009.  Retroactive approval will enable Family Connections to claim revenues for TCM activities conducted commending July 1, 2007.

Action to be taken following Board approval: Board Clerk to provide Human Services Department, Community Services Division - Spring Street, with two signed copies of TCM Contract FCED-0709-01 with Family Connections.
