Fiscal Impact/Change to Net County Cost:  None.  All but one of these items are already budgeted for in the Sheriff's FY07/08 budget.  Asset seizure Special Revene Funds will be utilized to offset the cost of the unbudgeted telephone system.
 
Background:  The El Dorado County Board of Supervisors will not be adopting the FY2007/2008 budget until September of 2007 and departments are unable to purchase fixed asset until the final adoption of the budget.  The Sheriff is requesting approval for the early acquisition of numerous fixed assets due to grant  deadlines and operational needs.
 
Reason for Recommendation:
On 3/13/2007, your Board approved agenda item #07-380 appropriating numerous expenditures for the CAL-MMET grant in the Sheriff's budget.  Fixed asset items funded by this grant were not able to be purchased during FY06/07 and have been rebudgeted in the Sheriff's FY07/08 budget.  The grant ending deadline of 12/31/07 for the receipt and liquidation of all grant related expenditures does not give the Sheriff adaquate time to purchase the approved equipment if we have to delay until the formal adoption of the budget in September.  The equipment requested for early acquisition for the CAL-MMET grant is as follows:
      $22,460 Video and closed circuit Surveillance and recording equipment (various       components)
      $  9,350 (2) Night vision monoculars with magnifier lens
 
The Sheriff's FY07/08 budget also includes $113,120 to replace two (2) Livescan Fingerprint machines and to purchase palm reading equipment from Identix.  The Placerville Police Department's Livescan machine has broken down, cannot be repaired and needs to be replaced as soon as possible.  The Livescan Special Revenue Fund (#7724353) provides 100% funding for this expense.  
 
The digital recording and tape backup systems in the Sheriff's Dispatch Center have been patched together numerous times and are anticipated to fail at some point in the very near future.  These are critical pieces of equipment for the 911 emergency dispatch operation of the Sheriff's Office and needs to be purchased as soon as possible.  The estimated cost is $30,000 for the digital recording equipment and $10,000 for the tape backup system.   General Fund funding.
 
The Sheriff just took posession of a new boat funded through the State Department of Boating and Waterways.  In order to utilize the boat this summer, the Sheriff needs to purchase a law enforcement light bar for $8,000 that is funded by the State's subvention program.
 
County IT has recently informed the Sheriff that it is necessary to purchase a $30,000 MCK telephone system to support the Sheriff's Coroner staff housed in El Dorado Hills and in Placerville (two locations).  This is an unanticipated expense and the Sheriff's Asset Seizure Special Revenue Fund will be utilized to offset this expense.  An appropriation transfer is included in this packet for that purpose.
 
Fleet Management has requested that the Sheriff purchase and have ready for installation 17 lightbars for approximately $34,000 for patrol replacement vehicles and five mobile data computers for patrol vehicles for $40,000.  Fleet staff need the equipment on hand for installation for vehicles scheduled to arrive in the near future.  Many of the Sheriff's current patrol vehicles are over replacement mileage and rotating the new vehicles into our fleet is a priority for officer safety.  General Fund funding.
The Sheriff has been working on the development and implementation of an automated vehicle location system for two years.  The FY07/08 budget allocates $300,000 for the completion of this project.   The Sheriff staff, in conjunction with Purchasing, need to issue a Purchase Order to Location Technologies, the identified low bidder for this project.  There are multiple fixed asset components to the AVL project, all funded from AB443, the Law Enforcement Assistance Program to Rural and Small Counties.
 
The Purchasing Agent is requesting the Board to dispense with competitive bidding for the purchase of the Livescan machines in accordance with Section 3.12.160 B and C of the County Purchasing Ordinance.  Because of significant technology differences in equipment available, the purchase of a different brand of equipment, other than what the Sheriff's Office currently uses, would not allow the machines located in within the Sheriff's Office or other local law enforcement agencies to transfer information to the Department of Justice, unless all of the machines currently in use where changed out.  
      
Action to be taken following Board approval:  Sheriff staff will work with Purchasing to secure the purchase of the above identified fixed assets.
