Background:  Several years ago, it was determined by County Counsel that separate agendas would not be necessary for the various agencies.  Instead, the Clerk's office would prepare the agenda with special headings to convene and adjourn each agency as necessary.  
 
Reason for Recommendation:  The Board is concerned that staff expends a great deal of time waiting for the Board to "change hats" for actions to be taken for individual agencies and districts.  Attached, for reference, are copies of the agenda face sheets for the Counties of Sacramento, Santa Barbara, Kern, Lake and Santa Clara.
 
Action to be taken following Board approval:  The Clerk of the Board will place all "consent" items on the Consent Calendar under a separate heading for each agency or district.  If any items require discussion or a time allocation, they will be placed in the proper sequence on the agenda with the same format as consent items.
