Fiscal Impact/Change to Net County Cost: Bioterrorism preparedness funding originates from the federal government and is passed through the California Department of Health Services (CDHS) to the County. Of that funding, $50,091 was budgeted to pass to EMD, as approved and adopted by the Board of Supervisors in the FY 2006-07 Budget. There is no net County cost.

Reason for Recommendation: Under this MOU, EMD will provide staff with expertise in environmental health programs and issues, and other resources to support Public Health's efforts in meeting the goals and requirements of the BT Program, which focuses primarily on preparing County staff, through training and equipment/supply purchases, for potential emergencies resulting from acts of terrorism or biological/chemical emergencies which may threaten the health and safety of County residents.

This MOU is retroactive to August 31, 2006 due to late confirmation from CDHS that the County would receive the funding it needed to conduct these activities. That confirmation was received in late March, 2007. Public Health moved as quickly as possible to process this MOU and sent it to EMD in April 2007 for review and signature. Public Health received signed documents from EMD in July 2007 and prepared the MOU for Board review thereafter...
