Hearing to consider Specific Plan SP05-0001 to certify the final environmental impact report and consider the 2005 Heavenly Mountain Resort Master Plan Amendment; noting the improvements will occur throughout the California and Nevada Land use jurisdictions of the Master Plan project. RECOMMENDED ACTION: Planning Commission recommending the Board of Supervisors take the following action: 1. Certify the Environmental Impact Report, based on the findings contained in Attachment 2; and Approve the 2005 Master Plan Amendment for Heavenly Mountain Resort, based on the findings in Attachment 2, subject to the conditions in Attachment 1.
Background: The Planning Commission reviewed the proposed Master Plan on July 12, 2007, and unanimously recommended approval. At the hearing, staff provided revised findings to more accurately reflect how the proposed plan is consistent with the 2004 General Plan. There was no public input, and no new issues were raised.
The staff report to the Commission stated that a special use permit will be required for any of the uses at the California Base Lodge, within El Dorado County’s jurisdiction, including water quality improvements.
