RECOMMENDED ACTION:  Approve.
 
FUNDING: Federal and State Funds from the C-IV Consortium and/or California Department of Social Services (CDSS).  The reimbursement claiming process is being finalized, and claiming procedures will be provided to the participating counties after passage of the State Budget.

Fiscal Impact/Change to Net County Cost: C-IV will reimburse El Dorado County for all costs associated with the assignment of staff to work with C-IV via a claiming process, which will fully offset the cost of the temporary replacement staff.
 
Reason for Recommendation: El Dorado County currently participates in the Interim Statewide Automated Welfare System Consortium (ISAWS).  The ISAWS Consortium project is expected to terminate in 2010, and all ISAWS Consortium Counties are required to migrate to the California Statewide Automated Welfare System Consortium IV (C-IV), which will assume the role and duties of the ISAWS Consortium prior to termination of the current ISAWS Consortium project.  On April 14, 2007, the Board executed the documents required for El Dorado County to participate in the C-IV. Each migrating county was asked to identify personnel to support the implementation and ongoing operation of this mandated system.  Carol Huot, Eligibility Systems Specialist with Human Services, was invited to participate on the C-IV Project team.  This arrangement will prove mutually beneficial.  Carol will assist C-IV by participating in system planning, design, development, implementation and creation of training materials for approximately 18,000 users among the counties migrating from ISAWS to C-IV.  During this process, she will be in a position to help ensure that the new system appropriately implements the County Medical Services Program (CMSP) according to regulations.  She will also gain expertise on the C-IV system, enabling her to assist El Dorado County with the transfer of all CalWORKs, Food Stamp, Medi-Cal, CMSP and Welfare to Work cases from ISAWS/WTW to C-IV and ensuring a seamless transition to the new C-IV system.   Human Services will seek to utilize extra-help staff for the duration of the Project to assist with the duties currently performed by Ms. Huot.    
 
Action to be taken following Board approval:
·   Board Clerk to provide Human Services, Social Services Division with a certified copy of the Master Report confirming Board actions.
·   Human Services will formally assign Eligibility Systems Specialist Carol Huot to participate in the California Statewide Automated Welfare System Consortium IV (C-IV) Migration Development Project.
