Reason for Recommendation:
As a result of the 2005 management restructuring within Human Services, job duties of the former Deputy Director of Welfare/Social Services (DDW/SS) are spread among the two DHS Assistant Directors and other management level employees. In the interest of fairness, there should be no distinction between the two DHS Assistant Director positions in regard to their employment status since they both perform some duties that were previously performed by the former Deputy Director of Welfare/Social Services, a position that no longer exists.

The El Dorado County Charter currently designates the “Deputy Director of Welfare” along with the Undersheriff as positions that are exempt from the provisions of the Civil Service System. The Charter also specifically provides the Undersheriff with return rights to a former position.

While the job title of Deputy Director of Welfare no longer exists, certain job duties of Deputy Director of Welfare, along with other job duties, are currently being performed by both Assistant Directors of Human Services and other management staff. Since the duties formerly assigned to the deleted Deputy Director of Welfare position have been dispersed among numerous positions, and both Assistant Director positions carry far more diverse responsibilities than did the Deputy Directo...
