Title: Transportation Department recommending the Chairman be authorized to sign the Plans and Contract Documents for the White Rock Road Realignment and Widening of Manchester Drive to Latrobe Road Project 72401; and requesting authorization for construction bids to be received on Thursday, October 11, 2007. RECOMMENDED ACTION: Approve. FUNDING: The provisions of the Funding, Credit, and Reimbursement Agreement between West Valley, LLC and the County of El Dorado require that the developer of West Valley advance fund the construction of the White Rock Road Project through the prepayment of El Dorado Hills Traffic Impact Mitigation (TIM) fees. A bond was issued and a portion of the proceeds were used to prepay $23 million in El Dorado Hills TIM fees. These prepaid fees are held in a segregated fund and will be utilized to fund the Latrobe Road and White Rock Road improvements, which include this project.

Fiscal Impact/Change to Net County Cost:
 
The cost associated with the construction phase of this project is estimated at $ 5,360,000, which includes an estimated bid of $4,760,000: a base cost of $4,240,000, supplemental items at $87,000 and contingency of $433,000.  Construction management and material testing, which will not be a part of the subject bid, add an additional $600,000 to the project cost.
 
Funding for all costs associated with this project have been advanced by the Developer of the West Valley View project through prepayment of impact fees.  There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
 
West Valley Tentative Map (TM99-1359) is located within the Valley View Specific Plan area.  The Developer, West Valley LLC., is required by Condition of Approval #25-a) to provide the Department of Transportation with funding and a bid-ready package for the installation of improvements to widen and realign White Rock Road to four lanes from Manchester Drive to Latrobe Road.  This is the second of two projects that, taken together, will construct the improvements required in Condition #25-a); the other project (#72402) Latrobe Road Widening is under construction.
 
The final Right of Way acquisitions and approvals have been accepted by the Board on August 14, 2007 and have been placed into escrow.
 
A mitigated negative declaration was prepared for this project pursuant to the California Environmental Quality Act (CEQA) and a Notice of Determination was filed with the County Clerk on April 24, 2001.  A Wetland Mitigation Agreement was required by Army Corps of Engineers permit 200400715.  Special Condition #2, thereof, required the purchase of wetland credits; the Purchase Agreement was approved and executed by the Board on May 22, 2007.
 
A copy of the Contract Documents has been provided to the Board Clerk for review by Board Members and for permanent record.  A copy is also available for viewing in the Public Viewing Packet that is on file with the Board Clerk.
 
Action to be taken following Board approval:
1.      Board Chairman will sign the construction plans for White Rock Road Realignment and Widening, Manchester to Latrobe Road;
2.      DOT will advertise for construction bids and return to the Board for consideration to award the construction contract;
