RECOMMENDED ACTION: Approve.

REASON FOR RECOMMENDATION: At the request of the Mental Health Department, the Procurement and Contracts Division issued an Invitation to Bid for the purpose of hiring a janitorial services firm to provide janitorial services at the Psychiatric Health Facility in Placerville.

Ten (10) Invitations to Bid were mailed, four (4) responses were received. The results of the bid are as follows:

The Procurement and Contracts Division received the signed contracts from the requesting department on September 10, 2007 resulting in the timing of this item to be one (1) day retroactive.

Your Board is being asked to make findings that it is more economical and feasible to contract out the needed work in accordance with County Ordinance 3.13 as the Mental Health Department does not possess the trained personnel to perform the janitorial services.

The County Officer of employee with responsibility for administering the agreement is Marlene Hensley, Program Manager, Psychiatric Health Facility, Mental Health Department.

FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available withing the Mental Health Department's budget from Medi-Cal and Realignment funds.
