Fiscal Impact/Change to Net County Cost:
There is no cost to the County General Fund associated with this agenda item.
 
The cost assoicated for the construction phase of this project is estimated at $575,000, which included an estimated bid of $460,000, construction management and materials testing at $69,000 and a contingency of $46,000.
 
Funding for this project is from the Regional Surface Transportation Program (RSTP) Exchange Fund - Competitive, through the El Dorado County Transportation Commission (EDCTC).
 
Reason for Recommendation:
On August 21, 2007, your Board approved the Specifications and authorized advertisement for construction bids for the Asphalt Concrete Overlay of Francisco Drive and Lakehills Drive in El Dorado Hills. The section of Francisco Drive, from Village Center Drive to Templeton Drive, is a 0.88 mile segment and has an average daily traffic (ADT) of 10,000 vehicles per day. The section of Lakehills Drive, from Salmon Falls Road to Bonita Drive, is a 1.07 mile segment and has an average daily traffic (ADT) of 3,000 vehicles per day.
 
These two roads have a Pavement Condition Index (PCI) of 56 and 43 respectively of a maximum 100 (road in perfect condition). A PCI of 55 or lower requires a proportional amount of corrective maintenance to repair the road damage, in this case an AC overlay is recommended. DOT maintenance personnel has completed the repair of the damaged pavement to improve the road structural condition.
 
The specific details of the bid opening and identification of the lowest responsive, responsible bidder will be provided by the Department to your board prior to the recommended action being considered.
 
 
Action to be taken following Board approval:
 
1. Award the Construction Contract to the lowest responsive, responsible bidder to be determined after the bid opening scheduled for September 13, 2007;
2.Authorize the Chairman to sign the Contract with the lowest responsive, responsible bidder subject to review and approval by County Counsel and Risk Management.
