Fiscal Impact/Change to Net County Cost:
Probation Department's proposed budget for 2007/08 contains funds for this expense, therefore there is no effect on Net County Cost as a result of this Board action.

Background:
Section 225 of the Welfare and Institution Code (WIC) requires each county to establish a Juvenile Justice Commission, whose members are appointed by the Presiding Superior Court Judge. Their responsibilities include: the inspection of local juvenile detention facilities; the review of the safety and well-being of wards or dependent children placed in group/foster homes; the review of treatment programs provided to minors in Juvenile Hall, and; assisting in assessment of Probation Department services. The Juvenile Justice Commission is also involved in delinquency prevention functions.

Reason for Recommendation:
The current reimbursement to Juvenile Justice Commission members is $25.00 per meeting as established in Section 225 of the WIC.

In addition, the Probation Department is requesting BOS approval to reimburse Juvenile Justice Commission members actual travel expenses for the inspection of juvenile placement facilities. Such expenses shall be reimbursed per Section 231 of the Welfare and Institution Code, "Members of a juvenile justice commission shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties."
