Fiscal Impact/Change to Net County Cost: The entire cost of $35,013.80 is included in the Surveyor's, General Services', Health, and Agriculture's software budget.
 
There is no change in net county cost.
 
Reason for Recommendation: In August 1993 the Board of Supervisors approved the first purchase of GIS software for the County's GIS group. Since that time additional licenses have been acquired to provide intranet capabilities, to integrate database systems, and to support clients in other departments. The Surveyor's department has managed the acquisition of these software assets for most departments during this time. The software licenses are shared amongst users from the Department of Agriculture, Development Services, Department of Transportation, General Services, Elections, Health, Assessors, Surveyors and other departments that will have future GIS needs. On June 5, 2001 the GIS group acquired additional integration software, at that time the Board of Supervisors found that purchase of ESRI software was exempt from competitive bidding.
 
The County must pay annual software maintenance and licensing fees to continue to use the software, and to receive upgrades and technical support. ESRI is the sole provider of maintenance and support for these software products.
 
Action to be taken following Board approval:  Purchasing Agent shall issue a purchase orders to ESRI for GIS software as required by the Surveyor's office and other requesting departments.
