Fiscal Impact/Change to Net County Cost:  No change.  Marin County, as Host Entity, is entitled to receive an annual participation fee, which covers program administrative costs and is determined annually on a usage-based sliding scale. The annual MAA/TCM Participation Fee is estimated and budgeted at $10,000 per fiscal year and will be paid from existing program revenues.    
 
Reason for Recommendation: El Dorado County participates in the federal Medi-Cal Administrative Activities/Targeted Case Management (MAA/TCM) Program.  The California Department of Health Services (DHS) administers the Program and requires that all counties contract with one "host" county in order to participate in and receive revenues under the MAA/TCM Program. Marin County is the current designated Host County.  Human Services acts as the El Dorado County liaison for receipt of MAA/TCM revenues.  The term of the Host Entity Agreement is July 1, 2007 through June 30, 2009. It was received from Marin County in August, and processing was expedited.  County Counsel and Risk Management have approved the attached Agreement.   
 
Action to be taken following Board approval: Board Clerk to provide Human Services, Community Services Division, with four (4) signed copies of the 2007/09 MAA/TCM Host Entity Agreement with Marin County.
