Reason for Recommendation: The County is a member of CSAC-EIA and participates in its purchasing pool for a number of exposure coverages including general liability, workers' compensation, property, medical malpractice insurance, etc. The County's agreement with CSAC-EIA requires the appointment of a Primary and Alternate board member from each County member organization. Sherril Jodar, who is now retired, was the Primary board member and Larry Costello was the Alternate. Sherril's retirement creates a representative vacancy to the Authority.

It is to the County's advantage to appoint County personnel who will actively participate in the CSAC-EIA program. Larry Costello, who has served as the Alternate for two years and is primarily responsible for County loss control and safety programs as well as renewal of the exposure coverages, is an appropriate Primary board member. His work activities are directly related to CSAC-EIA activities. Lisa Hoaas, as the County Senior RM Analyst responsible for workers' compensation administration, is an appropriate Alternate. In the event the Primary board member cannot attend a CSAC-EIA board meeting, the Alternate needs to attend in the Primary board member's stead or the County is unrepresented.
