Fiscal Impact/Change to Net County Cost: Increase in salary from Step 3 to Step 4 will result in an increase of approximately $3,000 in the remaining nine months of the Department's FY 2007-08 budget and will be covered by salary cost savings. There will be no increase in net County cost.

Background: The Board of Supervisors approved an Animal Control Operations Manager in the FY 2006-07 Budget. The Department conducted a recruitment for this position and, after a lengthy search, was successful in finding a candidate with the managerial experience and professional background that satisfied its needs.

Reason for Recommendation: The candidate chosen to fill this position is Linda Haller. Ms. Haller worked at Orange County Animal Services, Florida, for nine years as a Senior Animal Services Officer and was promoted to the position of Assistant Division Manager in 1994, which carried administrative responsibilities including purchasing and kennel operations.

She became the Division Manger for Orange County Animal Services, Florida, in 1995, a position in which she served for over five years. During her employment at Orange County, she was responsible for all operations including quarantine, low cost sterilization programs, sheltering and enforcement of dangerous dog laws.

Ms. Haller's most recent position was as the Director of Shelter Operations for the Hawaiian Humane Society, Honolulu. She supervised all field, customer service, and animal care staff. Additionally,...
