Public Health Department recommending the Board approve, in concept, the submittal of an application for a Kaiser Permanente Specialty Care Initiative Grant  to continue to provide healthcare to County residents who are unable to secure adequate and affordable medical coverage.

Fiscal Impact/Change to Net County Cost: Initial planning grant award may be up to $150,000, if application is successful.
 
Reason for Recommendation: Grant will support continued efforts by the ACCEL Initiative to make healthcare more readily available to County residents who are unable to secure adequate and affordable medical coverage.  Specifically, this planning grant will help achieve the following objectives:
 
1) Assess specialty care access for County residents countywide
2) Investigate the use of new specialty practice models
3) Plan for expansion of care pathways
4) Identify incremental technology infrastructure needs / costs  associated with electronic specialty referrals & clinical care
5) Continue to strengthen ACCEL governance.
 
Action to be taken following Board approval: Department to submit all appropriate grant application materials to Kaiser Permanente; Department to return to Board for approval and signature of grant agreements, if awarded.
