Fiscal Impact/Change to Net County Cost:  Revenues from special interest license plate fees are deposited into the License Plate Special Revenue fund.  Funds are available to cover the estimated FY 2007-08 cost of $36,335.
 
Background:
This Department can assist veterans in many aspects of their reassimilation and rehabilitation, there are areas which this Department is not equipped to address and which have traditionally fallen upon the National Veterans Service Organizations (VSO) to assist in providing networking, employment opportunities, transportation, and other assistance to our veterans and active duty personnel.
 
Unfortunately, our services are not as well known as could be and the local VSOs are struggling in membership.
 
Thus exists a vital need for outreach--not only for the El Dorado County Department of Veteran Affairs (EDCVA), but also for the infrastructure that can fill the aforementioned gaps in services.
 
The Department proposing that promotional materials be obtained in the form of banners, table coverings, and pamphlets that can be used to explain and advertise the purpose of these organizations and can be used to recruit members and educate the public as to the purpose and function of the EDCVA, Veteran Support and  Promotional Organizations (VSPO) as well as the VSOs.
 
In so doing, it is anticipated that the services of the EDCVA will become better known and veterans will be better served, and as the ranks of the VSO and VSPO increase, their mission and ability to solicit on behalf of our deserving veterans will likewise be enhanced, and that an effective and vibrant infrastructure of support for our local veterans will be the result.  
 
There are no no General Fund costs for the proposed outreach effort.  Proceeds from the Veterans Service Officers Fund (VSOF) will be used for this outreach effort as those funds are specifically reserved to "expand the support of county veterans service offices."  (CM&VC 972.2)
 
Additionally, in April 2007, the EDCVA was relocated to the Veterans Memorial Building from its previous site at the County Government complex.  Although business appears to have resumed quantitatively, its current location is still not well known to those who can benefit most from its services.  As a result, the proposed Veterans Outreach Program 2008 will inform veterans, businesses, and the public at large about the EDCVA and its services.
 
Action to be taken following Board approval:
Board Clerk to forward budget transfer and Auditor's office for processing.
