RECOMMENDED ACTION:  Planning Commission recommending the Board take the following action:  1.  Adopt the negative declaration, as prepared; 2.  Approve Z06-0034 rezoning Assessor's Parcel Number 117-060-24 from Research and Development (R&D) to Research and Development-Planned Development (R&D-PD) based on the findings listed on Attachment 1; and 3. Approve PD06-0022/P06-0029, adopting the development plan as the official development, based on the findings listed on Attachment 1, subject to the conditions listed on Attachment 2.
 
Background: These applications were considered by the Planning Commission on September 13, 2007, and recommended for approval on a 3-0 vote, with Commissioners Mac Cready and Tolhurst being absent.  The applicant's representative was present and had nothing to add to staff's presentation.  There was no one in the audience wishing to give input.  No new significant issues were discussed other than those in the staff report.
