Background: Each year, the Sheriff is mandated to present to the Board of Supervisors a report, by jail, of the expenditures and revenues realized in the Inmate Welfare Trust Funds.  It takes several months after the close of the fiscal year-end books and several editing reviews before the documents are finalized for each jail.  The report being submitted to your Board is for Fiscal Year 2005/2006.
 
Reason for Recommendation: Per California Penal Code Section 4025(e): "The money and property deposited in the Inmate Welfare Fund shall be expended by the Sheriff primarily for the benefit, education and welfare of the inmates confined within the jail.  Any funds that are not needed for the welfare of the inmates may be expended for the maintenance of county jail facilities.  Maintenance of county jail facilities may include, but is not limited to, the salary and benefits of personnel used in the programs to benefit the inmates, including but not limited to, drug education, drug and alcohol treatment, welfare, library, accounting and other programs deemed appropriate by the Sheriff.  An itemized report of these expenditures shall be submitted annually to the Board of Supervisors."
 
Action to be taken following Board approval: The Board will accept the report and a copy will be on file in the Board Clerk's Office.
