Title: Transportation Department recommending the following pertaining to the Wentworth Springs Road and Gerle Creek Bridge: (1) Authorize Director of said Department to sign Agreement with the State of California, Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division, to include the acceptance of grant funding in the amount of $93,301 for costs associated with the engineering and environmental review for the Wentworth Springs Road crossing at Gerle Creek; and (2) Authorize Director of said Department, as agent, to conduct all negotiations and execute and submit all changes to said agreement and payment requests which may be necessary for the completion of the project. RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost:
Project delivery for engineering & environmental phase is estimated at $307,000. This project is included in the FY 2007-08 budget, identified as project 77118 with funding as follows: Off-Highway Vehicle (OHV) Funding Grant $93,301 + County General Fund OHV In Lieu Fees (In Lieu Fees) $31,163 + Highway Bridge Program (HBP) $182,536.
 
The future construction cost for this project is estimated to be $1.5M, to occur in FY 2009-10, with anticipated funding of 88.53% from the HBP grant.  The HBP construction grant will require a local match for the balance of $173,000, which is anticipated to be provided from a future OHV funding grant.  If an additional OHV funding grant cannot be obtained at that time, the Department plans to request an allocation of In Lieu Fees  for the required matching funds.
 
Background: Wentworth Springs Road is part of El Dorado County's road system.  The County is currently in the process of preparing an environmental document (EIR) and Master Plan for the ongoing care and maintenance of Wentworth Springs Road and the Rubicon Trail. The design and construction of this crossing is consistent with the goals and objectives identified in those documents.
 
Reason for Recommendation: On July 18, 2006, your Board approved Item 24, the filing of an application for Grant Funding through the State of California, Department of Parks and Recreation, Off-Highway Motor Vehicle Division.  This funding is to be used for the engineering and environmental review associated with a vehicle crossing at Gerle Creek. The grant application was submitted by the County Department of Parks and Recreation and subsequently approved by the State. The funding agreement has been approved by County Counsel and Risk Management.
 
Action to be taken following Board approval:
1. The Director of the Department of Transportation will sign and date five copies of the Funding Agreement.
2. The Department of Transportation will forward four copies with original signatures to the California State Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division for their review, approval and signature.
3. A fully executed original Agreement will be returned to the Board Clerk for filing.
