Reason for Recommendation:
The Department of Transportation is working to advance the Capital Improvement Project (CIP) for the Cameron Park Drive/La Canada Drive Intersection Improvement Project #72366.  The project will widen the intersection north and south bound on Cameron Park Drive creating a turn lane onto west bound La Canada Drive.  Signalization will be placed at the intersection for traffic control.

This project is subject to the California Environmental Quality Act (CEQA).  The preparation of a CEQA Mitigated Negative Declaration has been completed and on July 10, 2007, your Board adopted and approved the project as described in the CEQA document.

The research of all potentially affected parcels, and the acquisitions of portions of some those parcels are necessary from the subject property owners to enable the construction of the project.  In order for the Department of Transportation (DOT) to prepare for negotiations with the subject parcel owners, DOT staff requested and received authorization from your Board on September 11, 2007 to proceed with the acquisition process, including the ordering of, and payment for, title reports and obtaining certified appraisals of the land rights to be acquired for 14 identified parcels.  Since that time, it has been determined that a portion of APN 116-151-08, owned by Donald Buchanan, may also be necessary for the construction of the project, resulting in the need to subsequently request authorization from your Board to proceed with the right of way acquisition process affecting the subject parcel.

Action to be taken following Board approval:

Right of Way Unit staff to proceed with the acquisition process for the one additional subject parcel referenced herein, including ordering of  and payment for a title report, and obtaining a certified appraisal for the portion of said subject parcel necessary to construct the project.
